It is highly UNETHICAL for the league to keep CC off the Olympic Team because the league is in financial debt to the NBA, and CC's presence at the Olympics would increase their financial standing. It doesn't matter if she played much or not at all, her presence would be exponentially significant for the WNBA and women's basketball in general.
The league doesnt decide who goes to the Olympics. Technically, players can qualify for the USA's Olympic team without being a WNBA player, but this usually doesnt happen. When building an Olympic team, the only consideration being made is how successful the team is expected to be, not how much money they'll bring in
