+sonicblaster33 it could be both, from my understanding in broken culture shamans have taken on the role in the community that paladins had in their pre-devolution one with (from memory at least) no known attempts at using or relearning light based magic. On the other side of things the availability of certain schools of magic does seem to be tied to both the user's race (an example being medan who is described as being adept at nature and light magic because of his parents) as well as their actions (an example being arthas who, in the book at least, is abandoned by the light during his fighting against the undead at one point + maraad who during the lords of war series is very lightly implied to have temporarily lost some power because he disused the light in order to enact revenge which resulted in the deaths of innocents - I say lightly implied because it's just his hammer fading to a dull lifeless colour right as his part of the series ends) I would say that they are unable to use the light because after their forced devolution they are (slightly) less intelligent and physically strong than they would otherwise be, if you look at the less intelligent races in warcraft (troggs and centaurs as an example) almost none of them use light based magic. unlike the other kinds of magic used in WOW light based magic is described almost as an entity (the light as it is often referred to "put your faith in the light" "the light abandoned me" "channel the power of the light within") but also a force (implied to be naaru and titan related) that is not only extremely powerful but is also everywhere. You have a force/entity that is shown to make decisions regarding who it empowers and who it let's use it's power, I believe that as the devolution of the draenei was due to fel magic the light viewed them as corrupted similar to the orcs (but indirectly, in a way that could not be conveniently removed by killing the demon that the power came from as with the orcs) or perhaps as a filled vessel. comparing what happened to the orcs to what happened to the broken also puts it into some focus as they went through some similar changes with their shift from shamanist to fel magic.
guldan made a plague (mixed with fel energies) that mutaded some draenei into the broken. Apart from physical and mental mutations, they're completely cut off from the light.
Their stories tell about times when some of the taurens was hearing whispers from the depts of earth. And because of this whispers some of them got crazy and attacked others, resulting in civil war. RIght now I dont remember ending of this story and how they managed to resist this madness afterwards, but this is clear evidence of the Old Gods trying to corrupt them.
About the grummle story, in-game there's a book "The Mogu and the Trogg" about the creation of the grummles and how one of them helped the rebellion against the mogu empire. I think it was in the temple of Yu'lon. A really good moral lesson. Well like most of Pandaria's books.

I so wish they'd never retconned the Draenei into how they appear today. I would have loved to player a "broken" or "lost one" Draenei like they were in WC3.
