From what I can gather the tanks provide the space for the product to expand when it freezes. Think about what happens when you put a can of soda in the freezer-it expands till it explodes. There's a diaphragm that flexes instead of exploding though and it has CO2 pressurized on one side and on the other side is the product. When the barrel freezes down, the product expands and pushes out of the barrel and into that space in the expansion tank and pushes against the diaphragm.
