    I found it interesting that - this time - you put the word balloons in and drew around them. I would have assumed you would draw the page then insert the balloons. Is there a reason to do one rather than the other?

      Yes! I think it is better that way. For example, you might draw the faces and figures or at least roughly sketch their positions in the panels before you draw backgrounds, sort of having a hierarchy of importance. After reading some manga not too long ago, I noticed how important word balloon placement is, equivalent to faces, in a way.
