I'm not sure if Hank used two delay units (although that does work). I always assumed he used a Wem Copicat and engaged the 2nd and 3rd heads, which produces that distinctive effect. Then again, I've always played the main melody by bending up to the E on the 3rd string, whereas you slid to the 9th fret, and looking at a Shadows video, Hank does the same, so I've been playing it wrong for decades, so I could just as easily be wrong about the delay!
