That would be the probability in nature. Anyone who has played Pokémon will tell you that the RNG loves to get stuck in patterns and is far from perfect. Personally I'd rather have the RNG system be fixed 10 turns at a time (e.g. every 10 times you use focus blast you a guaranteed 3 misses and 7 hits, numbers are rolled ahead of time and re-rolled every 10 occurrences).

Non tarted field moves work. Single targeted moves fail, like Taunt would fail but Rain Dance targets the user to set Rain as a field effect.
