4:20 move 80 is functionally the same thing as a ws2 with a different input. You just have to do full crouch df2 and it's 15 frames. What would be the benefit if it was a while standing instead of a full crouch move doesn't it still fit the same purpose since it's 15 frames? For example block kazuya hell sweep then just slide to df2 and get your guaranteed 15f launch punish.
