You could always try using the oculus debug tool to tweak settings to as high as possible while trying to keep the line as smooth as possible like I explain in the video. Just spend some time adjusting settings. If you notice that the frame rate isn’t smooth lower it until it is.
Do I still need some powerful graphic card while using vr headset? Or the headset itself is handling the graphic and I can use it on some older machine and still have acc playable?

No, but I’ve created a desktop shortcut for it. I change the FOV settings to 0.7 horizontal and 0.7 vertical then close it. Unfortunately it resets to default every time you restart your pc. FOV greatly improves performance.
No it’s quite noticeably reduces visual Clarity in vr, I also had a decrease in performance too when I tried dlss with these settings, had a lot of dropped frames, even with asw.

Plug out the Monitor from your GPU while using the Oculus and it will give a FPS boost .

It’s automatic it will enable itself as soon as it detects frame drops.

You need at least one controller to navigate the menus in the headset.

Use OpenXR Mod instead of SteamVR for ACC to get much better performance/visual quality and also less latency and less lags.

It depends on your pc specs.(ACC isn't good for VR essentially)
