It would be interesting to find out whether everyone with Air Pods Pro 1 are beginning to have a lower allowable volume overall. The battery ages, and the amplifier performance is solely based off available voltage, so if there is less voltage available the air pods are going to sound quieter. Throw in Apple's control to prevent them from shutting off..and I could see them being conservatively operated in some sort of degraded mode.
I've worked through the software glitch issues and the cleanliness issues- just seems like mine are getting quieter and they are only 3+ years old at this point. It's not a hearing loss problem either.
Anecdote- when I take out my wired' Bose Noise Canceling ear buds for Apple- the sound quality and volume totally blows away the Air Pods Pro.

AirPods gen 3 brand new. On the sound bar I lose sound from the bottom of the bar to the logo of the airpod themselves on the audio bar absolutely no sound

Mine as well with AirPod 3’s, try switching them to the wrong ears and move around a little. See if they sound louder. Mine definitely sound much louder when I do this. Some say this is just a sign that your ear canals are larger.
