I don't know if how it works in the UK, but in the US the rules differ for cable TV than publicly aired networks anyone can access without a subscription. Also the time of day affects limitations. Chappelle ran only on cable (Comedy Central) and it was an evening show, so it was able to be more lax than a daytime show on ABC or CBS etc.

Dave’s making this seem over the top. But when I was a kid in school we had something called The DARE program. Basically the program to teach kids about drugs so they won’t use them. But it backfired so much because they came to kids and taught them basically what the drugs did, and how easy they where to get ahold of. I think more kids ended up smoking pot and shit because of it. DARE stood for drug abuse resistance program. But all my friends joked it meant Drugs are Really Expensive.
I remember D.A.R.E. had the shirt and everything...... and that's about it LOL. I don't remember them actually talking to us and/or having former addicts speak or anything like that. I do know we had some kind of assembly on it, but I can't recollect any of it.
My comedy central line up- Chapelle Show, Insomniac with Dave Attel, The Man Show, South Park, Tosh.0. I hope they react to - The Man Show Boy. One of my all time favorites.

"Kids you are looking at a dead man." and "Drugs and alcohol have ruined my life." The first time I saw this sketch I said to my self "Damn it's like Dave was in my class!" As already mentioned once, but bears repeating... Yes!!! Do some "In Living Color" sketches with the Wayans Bros!!! They had recurring character skits that were awesome! The 2 gay characters doing "Men on Film" a review of movies by them a la "Siskel & Ebert" show was THE best! But all their skits were freaking hilarious. Jim Carrey was big on that show too!
I've heard other comments similar to the one here about stuff being offensive. I can only gather that PC culture must be stronger or older or more accepted in Europe than it is in the US. Yes this younger generation cries about words, but the rest of us grew up with much thicker skin. This is tame as far as offensive comedy goes. If it's obvious or true or funny say it. Their feelings will recover & maybe they'll learn to laugh about it like the rest of us. Nobody will benefit from a generation unable to speak their mind out of fear admonishment, it would be sad too let the means of communication (words) keep you from. communicating freely.
