Hi dear! If you already have the required information and you are asking for a way to arrange your ideas and for a beautiful presentation that can catch the attention then photoshop can absolutely achieve the job and there are many inspiring videos on RUclips to show you how to achieve that, also, you can use Indesign i feel it’s more practical to keep moving the elements around.
What I recently prefer, is that:
1: i collect the information in one folder
2: i make my base on photoshop ( site plan or master plan, road layout, parking layout, & big base sheets)
3: i combine everything on indesign sheets. ( i use the master plan as a base then lay on the icons of the sun, wind, text, and so on) on indesign
You can absolutely mix between the two softwares!
