I Found WVTV's Test From 1991 With A Weird Texture Slide. Maybe kinda 80s movement for the slide itself. With the background as the WVTV Texture used in the late 1980's and into the early 1990's.
What about KCOP 13's EBS slide? KCOP's had a fixed time unlike the two Chicago stations WBBM (Sunday 8:30am) and WMAQ (Saturday noon) and one in Detroit WXYZ (random weekday at 10am).

It had a red, yellow and blue background with the words "EMERGENCY BROADCAST SYSTEM" on the top of the screen in white. On the bottom of the screen, it had scrolling text in white and during the tone, they had the wavy lines in which they are colored black.
