When horizontal they're going well over 100 and with those huge sharp talons no bird stands a chance.

The whole biology of this animal is adapted to handling the speed of the dive, from the special membranes in his eyes, to the abnormal strength of his tallons. Correcting for stability and precision at more than 200mph is NO JOKE and surviving multiple daily collisions with other bodies at those speeds requires an absurd amount of strength and resistance.
I watched a Peregrine Falcon engage combat with a raven it was absolutely incredible , They locked talons and tumbled like a meteor to the Earth almost smashing to the ground. What are epic experience.

I think what you may be trying to say is that the potential top speed, aerodynamically, might be 400 mph, if the bird were to dive from a high enough altitude and perhaps sweep wings back for minimum drag to reach that speed. But it doesn’t do that because its instincts don’t include doing that speed.
