Only problem with your battery theory would be that users will have an issue with the usage time as only 1 battery is powering the Pager.
A quick check by a technician using a volt meter would show that the battery is near dead.
Any replacement is natural and therefore makes the pager safe again.
I think it is something smarter than that.
They used a 3V battery instead of two 1.5V batteries, and technology has improved enough to solve the battery capacity issue.

There isn't space for 2 batteries.
Pager weight without battery is 60 gm. With battery is 80gm.

Swap out the normal device for one implanted with a hidden explosive. In some cases you wouldn’t even have to disguises the device. Same idea as a hidden car bomb, just pager sized.

The pager part is wrong. The pagers were NIOT manufactured in Taiwan. The logo was licensed to a Hungarian company called BAC, but BAC has no manufacturing capability in Hungary. And you couldn't make the pagers explode just by changing out one battery, You could house the explosive in a fake battery, but setting it off on demand is much more complicated,

Alternatively the second battery could still function as a battery anyway.
