Yeah, there is a lot of awesome stuff out there. Some of my favorites are Stonewall Peak, Garnett Peak, and Eagle Rock if you have not already checked them out!
To find out if the water is flowing i use a couple resources. I will use AllTrails and see recent reviews, people like mentioning if the water is flowing. The other thing I do is go on instagram and lookup hashtags like #cedarcreekfalls and look at recent posts. If the posts doesn’t show the water I will drop a comment and most people are friendly enough to give a trail/waterfall update. It’s almost always a great idea to ask in a comment or direct message since a lot of people are not posting pictures right away or might be posting from their archive of photos.
If you are talking about riding a motorcycle to the trail head. It should be possible. I don't remember any conditions on the way there that would prevent it. If you are trying to ride a mountain bike on the trail to the falls... I was not able to find clear information on this. Reviewing official trail signage and websites I did not see a yes or no reference on bikes. I found this link bit.ly/2QE6usx in fs.usda.gov that shows a bike icon next to the trail, which would make me think you could. Since this is unclear you should call the Palomar Rangers at (760)788-0250 to get the real answer. If you find out, please leave a follow up comment to share with others having the same question.
Permits have been in place long before everything going on. Unfortunately the permits are there because of how many people try to hike mid day in 110 without water. On top of that they try to be proactive and shut down the trails on those type of heat related days.

That’s what it says on their website! Probably too many people getting hurt.
