On my 5V 60 amp sms the pot is not attached to Vcc but is in the bottom leg of the voltage divider and is grounded. When using a pot as a rheostat it is good practice to link the slider to one end. This prevents massive loss of control if the slider bounces when being turned.
Connect a fan to the output. Then check on the resistors with a multineter, that won't harm the device. If the fan speed varies when you use the multimeter , you found the component, and you can connect a variable resistor to set up the power supply. The variabe resistor is needed for chargers that you have to make for batteries, lead acid, etc. Laptop chargers are perfect, but the charging voltage has to be accurate.
