Concealer under foundation is like applying spackle on a stained wall before applying a coat of paint. Yes, you can paint over the stain, but it takes some layers. Applying concealer over foundation is like a painter blending out lighter colors on top of a wet base color on a canvas. It blends together and you can gauge how much of the touch up colors you need as you go. Both work out, it depends on the product and what you're concealing
Concealer first as seen on one of my fave RUclips make up tutorials & I’ve always applied foundation of the concealer as I think it looks out of place otherwise making the section stand out

I conceal first. But I dont know alot about makeup. I tried both ways. Didnt notice a big difference.

Yeah. I tried underpainting my concealer, don’t like it. It definitely blends better over top of the foundation. I will underpaint the contour
