Yes, it's a built-in plugin that you can enable in Edit > Preferences. The addon called "Add Mesh: Extra Objects"

Add Skin and Subdivision modifiers. You can add another before adding skin to make limbs more smooth :)

It is visible, but you can only see its endes and vertices. To create a polygon, select all the edges/verts in edit mod (A on keyboard) and press F
