I think because of the size of some levels in that game, they would unload them to load the rest of the level. That particular lift has a load zone near the end of it that you can pass through but because of the way the lift works, you're able to clip back through the floor into the unloaded area. Funny oversight by the devs lol.

Not these: • Trying to launch the exit cannon in Carnival Night Zone early as player 2 will launch both players off of the screen with no transition to Ice Cap Zone, softlocking the game. • If Knuckles tries to access the other characters' version of the Egg Drillster Mk. II battle, the game will crash when the ground is destroyed unless Knuckles transforms into an object through debug mode. This crash is unavoidable if not accessed with debug mode, making this a problem if the flying Super form cheat is activated. • The game will crash when trying to load the player character into the Slot Machine minigame if the standalone Sonic 3 branding is activated from the sound test. • It's possible to get stuck in the battle area after defeating Knuckles in Super or Hyper form. This will not always happen, and when it does, it is possible to restart.
I did this once when I was a kid and have tried to replicate it every time I play through this game again I think having done it only successfully once.

Good point, I think this was done to save as much space as possible so as not to blow up the entire sega genesis. Pretty cool huh
