I don't think they would have bred a big dog like Scooby for space exploration. Most of the dogs they used were small.

Meanwhile back in the US. MK Ultra program took places in mid to late 50s, being all about mind control and torture .
And then you have all the programs of animal testing.
Also, that Scooby Doo speaks in English and not Russian, meaning the language it learned first is definitely English, given how articulate he can be with articles such as the and a which do not exist in Russian. So if he was indeed a soviet dog then he would not be able to speak English as well as he does.
Also, another thing is that from around 60 dogs send to space most of them survived and all were sent with the hopes that they would survive and the few that did die was because of a technical failure.
Thus the only one that we have that could potentially be the reason why Scooby can talk are experiments like MK Ultra program where the tried to alter the brains of animals only to create Scooby.

Don’t be so sure. Russian spies would be trained to speak English fluently so they could blend into American society, so who’s to the same couldn’t apply to Scooby?

All I can say is that it's a shame we never got to hear Scooby speak in his native Russian tongue...
I don't think anyone ever questions why Scooby can talk. Of course, we can hear what he's saying as the audience, but I don't think the people in the show can. It's just barking to them. As far as Scooby being "super-intelligent," I can't say that I ever thought of him that way.
Also, as much as I hate to mention him, this theory doesn't explain the existence of Scrappy Doo.

Simple. Scooby’s brother was also part of the program and had a puppy after escaping it. And just because you “can’t say that [you] ever thought of him that way” doesn’t make it any less true, as the average dog can’t speak human language or devise a plan to catch criminals. Also, it doesn’t matter if you “don’t think the people in the show can hear him,” because the gang *directly* responds to whatever he’s saying, proof positive that people can understand him. Saying otherwise is just just dishonest.
