Tax revenue from oil is a major source income for our country. So considering the above facts the additional tax revenue, can we call as surplus money with govt? i think NO. We need to see all the unexpected financial burdens, inflation, and the amount of increase in money for development , Welfare and covid financial package etc. Here you are talking only about Bond related burden VS Total tax revenue received. In numbers it will give a message that govt is sitting on surplus money. Just my thoughts ... If you could add the other factors also , this content will be well balanced for a common man to understand in a broad angle.

Oil Companies and Govt is not thinking, the loss is not just for Oil Companies, but for all the Companies and individuals in India..
Interest on Oil bonds, should have paid back yearly. Govt took this funds for development or road etc.
