Just like any other country some parts are safe , some risky but kampala is a whole experience when you decide to come visit let me know i will show you around
For the most part here, Kampala is so safe, even at night. But don't move alone if you are a foreigner without a tour guide coz some criminals might notice your foreign accent and take advantage of you. Crime overall is very low even towards foreigners. Most of Ugandans love to interact with foreigners and you will immediately notice it once you step on soil here. Most people are nice, caring and friendly to new people from abroad and want to make you feel at home and happy. So don't worry much.
What do you mean deteriorate? Uganda was very poor when he came into power so the only way to go was up. He's the best President the country has ever had. I am not even a fan, just being objective.
Most places in the world can be dangerous if you don't know how to move. You just need to use basic street smarts and you'll be ok. Don't let fear stop you from traveling.

It's just as safe as most European cities. Just be smart and don't engage in any risky activity. Just like in a European city.
