You have to make sure all of the magnets are facing the same way. If they are sticking to each other, then you've got North and South on the same side. They have to be repelling each other even on the same board Basically, when you have the stack of magnets in your hand, make sure the side facing up is the side facing up for all of the magnets in the stack then make sure the other magnets are arranged opposite to those ones also with the same side up the whole way. The way you've got them sitting side by side tells me they're sticking together and if they're sticking together they can't repel the other magnets since the other magnets would still be attracted to the opposite poles which are half on that side instead of all on the opposite side.
This isn't the first hoverboard. i'll give it to you, you did it, but there is another one that floats above copper and there are videos of the creators doing tricks on a copper ramp with it. Edit: thank you Samuel Brearley for naming it, it is the hendo hoverboard.
