Unfortunately it’s going to be part live-action, though that plan may have changed as we’ve only heard them say that a few times after the initial announcement in 2014 (I believe? It might’ve been 2013). It’s been in development for a pretty long time, and last I’ve heard of it was that they changed studios from Sony to Paramount. They want to get it out by 2018, but by the looks of it I don’t see it coming out until late 2019 at the latest.

So I'm wondering how Eggman managed to stomach that sandwich. There is a possibility that Eggman gave his own personal chefs a higher level of programming than the chefs serving his prisoners and amusement park patrons, meaning that they can make nicer food. There is also a possibility that Eggman's dystopian worldview causes him to see food as nothing more than a necessity, meaning that he probably isn't bothered too much by the poor quality of said meals.
