That's not dandruff it's sebboric dermatitis/ psoriasis. Those are called plaques. There a special shampoo and oil called Ketoconizole. My daughter has an extreme case so along with the oil and shampoo, she takes the pills too.

I have a guy that I do his locs his scalp is somewhat like yours and others I use witch hazel on his scalp and it clean his head up pretty good
