- Singapore has very strict laws when it comes to the purchase and usage of pab or power assicted bicycle. Ebike riders have to pass the PAB test before they are allowed to own and use an ebike.
LTA has very strict rules and regulations. Any ebike being sold must be certified by LTA to be compliant and must be affixed with the orange seal tag. License plate numbers are issued and must be affixed to the ebike.
Despite these factors there are some riders who upgrade their pab even though they are illegal modifications.

I agree certain mods should be made available and maybe increase certain speed, if not let us go on pathway but learn to share and watch for people walking.
Also built in key ignition on handlebar and anti theft alarm

5:15 For me I don't change lanes if there are cars behind me, very hard to change lanes with 25km/h. Sometimes i just wait at the side of the road until no cars, or use the traffic light.

The law is frankly rubbish. 25km is unsafe to ride on roads. It's definitely alright on PCN/Cycling paths. Cause while you're on the road, you'll be changing lanes back and forth. And the pickup is only by pedal. Which is also troublesome to start during traffic lights. So it's more convenient and also SAFER to use throttle instead. And so does speed limit of AT LEAST 50 to 60km p/hr. And what's more absurd is installing extra safety electrical components like horns are considered to be illegal. I'm not sure if signal lights are considered illegal but if it is, again, it's just ridiculous.
The person who is responsible and implemented this law should reconsider these for the safety guidelines of all errand riders. By all means if they had to go through another licensing, that would actually be considered fair. I don't have any objections towards it. Raise the age to 18 and above It's not always about reckless riding of PABs/PMDs. Even cars and motorcycles have reckless drivers/riders everywhere and still there is out there somewhere.
The authorities should really relook into this. A lot of valid points which impacts the safety of riders.
Just vote out PAP, they only represent the interests of the rich.

Many countries uses 25km/h. Reason is safety. Don’t forget e bike can easily be ridden for hours at 50km/h depending on the power of motor. In this case do you want to get a 2b licenses?
They should allow powerful ebike for people with motorcycle license. If need to buy 3rd party insurance then just make the people buy. Overall safer for everyone
Actually what you have commented makes sense. Govt should consider legislation to cover ebikes with higher motor capacityand speed.

In fact, I was thinking the same. Allow more powerful e bikes but at the same time impose more stringent licensing and insurance requirements.
My suggestions are :
1) we call this moped (motorised pedelec), USA and many European countries have this.
2) Technical Specifications :
a) maximum unladen mass : 40 kg,
b) maximum assisted speed: 45 kmh,
c) maximum rated motor power : 750 W,
d) can only be powered by an electrical source. No gas powered engine is allowed,
e) motor can only be activated by pedalling, no throttle is allowed,
f) mandatory front white and rear red headlights. Indicator lights and brake lights are not mandatory but encouraged,
g) can carry a maximum of 1 pillion.
3) riders requirements:
a) minimum age : 16,
b) need to pass highway code aka basic theory test (this basic theory test can last a lifetime, so in future, these riders can skip this test when they apply for motorcycle or car driving licences). For those who have the PAB or PMD theory certificate, allow them a grace period of 6 months to use,
c) wear a bicycle or motorcycle helmet,
d) minimum mandatory third party unlimited liability insurance. The government can encourage some company to provide cheap insurance, for example NTUC income. Annual premium should be less than $100, depending on age of riders.
4) Usage zone :
a) not allowed on pedestrian walkways, public paths, park connectors and expressways,
b) only allowed on public roads,
c) allowed on bus lanes during operational hours.
5) Registration and licensing:
a) register at Vicom with a tag (maybe red tag) and affix a rear number plate,
b) vehicle inspection once a year to prevent illegal modification. Inspection fees should be kept low, maybe $20 per inspection,
c) no statutory lifespan.
6) taxation:
a) registration fees : $30,
b) Additional Registration fees : nil
c) excise duty aka import tax : 5 % of OMV (open market value),
d) COE : nil for a start, but if this moped population increases drastically, then may impose some type of population control,
e) road tax : sum of $1, this is to ensure owners come for yearly inspection and insure their mopeds,
f) parking : nil, same as conventional bicycle,
g) erp : nil.

@@grabadventures It is a good option between the current orange tag PAB and a light motorcycle. Motorcycles do come with its costs and the biggest ticket is the COE. Nowadays the cost difference is big from PAB to even small motorcycles.
That's true. However the moment there is a heavier class similar to motorbikes i believe the govt will bring some sort of control measure similar to coe for this class.
As Singapore's road infrastructure might not be able to handle any sort of explosive growth for a particular segment of mobility vehicles.

Hi Thomas. For new signups I believe you need to submit your vaccination declaration once your driver app is active for the first time.
Mod ebike always being up lorry. But I guess sometime they are safer in road as the term they have higher speed on road
Ebike community need to make people understand why they modify. It is no reason to go against the law but a lot of times the reason behond the mod is not addressed.
In other countries there's a mod for Bosch ebikes called speedbox, which u can toggle between 2 speed restrictions. This might help alot if it can work on other ebikes too.

In fact ebikes here are registered and have licence plates similar to motor bikes. And we need to take a theoretical online test to be awarded a licence to drive ebikes.

This ebike is not mine. It is a fellow riders pab. And yes it is illegal to install key ignition or voltmeter.

It is not legal as the limit is 25km/hr

Yep. Blue tag ebikes are more suitable.

Blue seal has higher threshold in terms of the specs. However blue seal ebikes can no longer be regiatered. So the blue seal ebikes you see are the ones which were registered before the cutoff period. Now if you own a blue seal ebike you can use it however there is no way to buy a new one. I think as blue seal ebikes grow older they will slowly be phased out.
Only option now is orange seal which has tighter regulations. You can find more details in this article

👋🏼 Daymous. Actually this is a very good question. It is against the law to ride on pavement. So you will be expected to get down and push your ebike on pavements.
Regarding riding the bike without the assist it really depends on the bike. Some bikes it is difficult to pedal. Some models can pedal ok. But it won't be the same as a manual bicycle for sure.
Depends. Jimove, Venom2, Scorpion, Mobot sure slow due to their size
but Zebra and Eco Drive should be manageable

Yep. Anyway I think most ebikes will be a bit difficult to ride without pedal assist considering the weight of the battery and few other factors.

Some singaporeans do not dare to think of challenging the rationale for laws. This is one reason why there is lack of innovation. Cars are not limited to run at 25khm. Motorcycles also not limited. Guess what? Ebikes are forced to to be limited to super low speed wheb Swimming with the Sharks.
This logic alone is flawed but most singaporeans are unlikely to want to discuss about this due to the way they are brought up. Wait for instructions.
Ideally , 30 kmh is safer for ebikers to siam collision from cars.
ebike is not e motocycle. It is still a bicycle. you can cycle above 25km/h if you are fit enough. there is nothing stopping you cycling at max road speed. Many road bikers cycle at 30km/h. Its only the pedal assist that stop at 25km/h.
@zhen86 i believe mid drive bikes are better for this as rear hub bikes are not able to sustain the speed beyond the pedal assist 😉

It's subjective. Most gm usually check for upgrades to the battery, motor, throttle or key ignition. I hv not heard of ebike uplorry due to change seat or handlebar.
So i think they don't really look for this.
However if follow by the rule its not legal.
In the end it all depends on the officer stopping you.

Hi Farid, ebike can only be used on roads and park connectors. If it is a pedestrian only pavement then have to get down and push. You can find more info at this website

Yes will kena summon. Few years back when I'm using ji move LC and $300 for riding on pavement.
Hence now, I changed to blue tag (60km/hr) on the road. Much more safer...

The cost of having such ebikes modified is about price of a motorcycle. This is where the logic starts to get flawed
ebikes is still bicycle not e Scotter. you can cycle up to road speed limit if you are fit enough. It's just the pedal assist part get cut off at 25km/h.
We have always only been talking about ebike forced to operate at 25kmh controller speed limit for the roads with many much faster vehicles. Ebike for food delivery is not for exercise. It's for work. You want them to pedal hard? How long can that last? Also to shoot up from 25kmh to say 50kmh is not instantaneous of as fast as what a car or motorcycle can do. This is where the danger is to Ebikers. Pedalling a electric motor has drag much more difficult than manual pedalling. What you said is not practical unfortunately. Only defending a flawed regulation

The law has been already been modified by the riders. Show me an ebike that is 100 % legal, may be a few privately owned. I see so many that ride in far excess of 25 kph and with no pedalling, or ghost pedalling.
Send the riders out on the road with a toy bike, of course this is what you get, the consequence. Ebikes could be also serious alternative for commuters. But not the way things are handled now.

There is a lot of negative aspect about modified ebikes. I do not condone the actions as it is against the law. But at the same time I made this video to show the reason why delivery riders modify their bikes in the first place.
