  • Disney World is within the Reedy Creek Improvement District, a governing jurisdiction that was created for Disney and one that is effectively controlled by Disney. Today I want to talk about the two times Disney came closest to losing their RCID powers.     Company towns like this actually used to be very common in the United States, often centered around a factory or a mine rather than a resort, but have disappeared over time. I'd be curious to know if Reedy Creek is the largest still in operation and, if not, how it stacks up.

      There are actually *two* "cities" in the RCID: Lake Buena Vista (where Disney Springs and resort HQ are) and Bay Lake (where all of the theme parks are). The hotels, waterparks, etc. are divided up between the two. I always wondered why Disney incorporated their land as two cities instead of one, and I've never seen a clear answer. Might have had something to do with the original EPCOT project but I'm not sure.

    And the thing not mentioned in the video is after comcast gave up on Walt Disney. Comcast did buy NBC/Universal which owned the Universal Studio theme parks. So Comcast in the end got their own major theme park.

    I’m always amazed how you can take such a boring topics, like government bureaucracy and take overs, and make it super interesting. You should become a teacher. Yeah I know it doesn’t pay well but if you can make government interesting you have a gift.

    Disney manages to survive getting Disney World and such eviscerated by Wall Street, and having its land sold and developed in the short term, likely screwing over the region royally, which makes me feel like it was a victory for all!
    But now look at Disney. "You either die a hero or live long enough to see yourself become the villian."
    Not saying they didn't pull shit before, but like, now they're close to owning the world and it's flippin' scary.

      I think that’s a pretty big exaggeration, even if you’re not literal and are only talking from an entertainment standpoint. I’m not arguing that Disney isn’t big, but even if the recent acquisitions it’s mostly about expanding into new territory and less about trying to “own the world”. Thinking about the entertainment I consume on a regular basis, even being a HUGE Disney fan, and taking into account all of the recent purchases... it’s about 30-35%.
      So, no, I don’t see Disney as a villain or out for world domination, but I do see them trying their hardest to NOT be put into a position they were in before where buyouts were possible.

      @@richardludwig3673 You make solid points. After the Fox buyout, it'll probably be a LONG time before Disney attempts another acquisition. And it's not like they can acquire their other rivals; Comcast already bought Universal, AT&T already bought Warner Bros., Viacom is planning to re-merge with CBS, and Japanese laws are protecting Sony.

      Kaitlyn Y. I certainly don’t think it’s the ONLY reason, but it’s certainly interesting - especially with the relationship with Hulu. There’s a lot of value, and a lot of hidden gems in the deal, and a lot not just related to content. I think streaming is the short term, low hanging fruit (and I have to wonder if most of the Fox content will wind up on Hulu and Disney+ will be “pure Disney”) for gain in the next few years. The long-term goal of the buyout will be more in merchandising and experiences outside passive entertainment.

    The best way to resolve the issues regarding the RCD powers would be to legislate that in the event that the company's ownership structure changes, then the RCD's powers become servely limited until local government can decide what to do with the powers (give them back, or keep them for themselves).

    I don't believe that Reedy Creek is necessary anymore. It was almost formed under false pretenses; EPCOT the city was never realized, and EPCOT was pretty much the entire reason why Reedy Creek was formed in the first place. If other companies like Universal or SeaWorld don't get their own municipalities, I don't think a megacorp like Disney should get one either.

    Rob, can you talk about some of the things that used to be at Liberty Square? I know there used to be (maybe still is) meet and greets with Benjamin Franklin and Betsy Ross. Some shops I remember was Mademoiselle Lafayette's Parfumerie (you could could create your own perfume formula and even keep it on file there for refills), Johnny Tremain's silversmith shop, Tricornered Hat Shoppe, and an antique shop (where, I believe, you could buy replicas of historical US documents like the Declaration of Independence and the US Constitution). I also remember the drumming show used to be there before it moved to the American pavilion in EPCOT (and they would give kids a certificate for helping, not sure if that is still done in EPCOT). They also used to have Mickey, Minnie, Goofy, Chip, Dale (and maybe Pluto) at the Liberty Tree Tavern. They were dressed in colonial outfits.

    VIDEO SUGGESTION: Of all the Disney RUclips channels I am subscribed to, you seem to be the right one for this suggestion since you go so much into the behind-the-scenes stuff. What are all the islands called in Bay Lake and Seven Seas Lagoon. Now many of your viewers probably know of the now-defunct Discovery Island but what about the other islands? There's another big one in Bay Lake and then there are three in Seven Seas Lagoon. From satellite photographs, boats seem to be docked at the ones in Seven Seas. Are these private residences? From satellite photos, the one in the middle of Seven Seas has at least 16 buildings in its center in rows and columns and then one to the north that looks like a grand house.
    And then there are the three islands in the EPCOT lake. Two of which have buildings on them and far right one has quite an extensive building on it.

    If you thought you could scare me away with a video about government bureaucracy, Rob, you are wrong: interesting video, as always! :-)
    I do have a question: you mentioned a couple of times that the legislature wanted to revise the Reedy Creek legislation "before it was too late," but, why would it ever have been "too late"? If the new owners of the land turned out to be bad administrators, couldn't the legislators change the laws, or abolish the district at that moment? What was the hurry to act before the new owners came into possession of the district?

      From what I could tell, Florida moved pretty slowly when it came to these issues, and it seemed like they knew it. Even just that report to assess the Reedy Creek powers took the greater part of a year. I believe the fear was that new owners could get started on projects faster than Florida could react.

      Two Roys. Roy O Disney was Walt's brother. Roy O had a son, named Roy E Disney. That's the Roy who helped get Eisner into Disney as CEO and helped remove him around 2004/2005.

    Damn. Now I'm wishing Disney was sold. They're to corrupted now. And they seem to put profit over quality. I hate how expensive everything is at their parks. From tickets and passes. To food and souvenirs.

    Let's see. Comcast owns Universal Theme Parks. The parks have great ticket, hotel, food, and ticket prices. They own practically a lot of their own original companies and franchises.
    However...
    Comcast does have a few cons which really grind my gears.
    For one, Universal created Minions. !Shudders!
    Two, Universal is too obsessed with 4D and screen rides.
    Three, Universal doesn't have many mascots for their different film themed lands.
    Four, Universal doesn't seem to care much about their film history and destory practically every old ride and attraction they have.

    I feel like a county (or even state) can't unilaterally take powers away from a municipality. Especially when neither have any assets inside that zone (like roads, bridges, park land, etc). Taking away their powers simply because of the threat of even a hostile takeover would be akin to taking their powers because of the threat of a new mayor being elected.
    If this actually happened I suspect Disney would take this all the way to the US Supreme Court, and I don't think the high Court would be very impressed with the county/state taking action based off "what ifs".

    Now I have a friend fearmongering about Disney monopolizing the entire industry after acquiring Fox because this year, their movies made more money than the movies made from other competitors, and it's angering a lot of non-Disney fans from DC fans to Pokémon fans to Godzilla fans.

      While Disney is one of the very few megacorps that I've ever seen to actually get good "synergy" value out of corporate acquisitions, and I've enjoyed many of the products coming out of Marvel and Lucasfilm under Disney, in the long run I don't think it's good for one company to control so much of the entertainment and media landscape. There are risks they likely won't take that an independent company might.

      I don’t see the buyouts as an attempt at a monopoly as much as a bid for additional avenues of content (They don’t have an avenue to produce content that Fox does under their existing studios).. Disney could have formed their own new company / studio to produce certain types of entertainment they normally wouldn’t have made under their current structure, but it was probably wiser to buy existing to get the IP and the audience built in. Now, what remains to be seen is how they deal with the new IP.

      Nope. The land was de-annexed from the RCID before being sold off in order preserve Disney's control of the district. Same goes for Golden Oak.

    I’m a little confused I’ve learned before about people trying to buy Disney, but how can there be a take over if Disney is not for sale?

      Disney shares are publicly traded on the New York Stock Exchange; anyone can offer to buy its shares if a shareholder is willing to sell. As long as a company is publicly traded, somebody can attempt to buy up a controlling majority.

    Disney World will forever be able to do whatever it wants. Always. It’s the number one vacation destination in the world, and creates literally billions of dollars for the Florida economy. And I’m ok with that lol.

    IS THERE ANYONE OUT THERE THAT COULD buy Disney right now?! I mean, maybe outside of Apple or Amazon? There are almost no suitors that would make any sense, whatsoever!

      edvaira6891 Funny you mention Apple, considering Steve Jobs share in Disney when Disney bought Pixar. I know some people were thinking Jobs would be a candidate for the new Disney CEO, but that was never realistic (for many reasons, not the least of which was Jobs affinity for Apple).

      Demon Princes Yes, when Disney was much, MUCH smaller. Besides, like I said, you would never earn the money back selling off the chunks. For example, part of the worth of the parks (now more than ever) is the IP associated with that. If you started selling off properties and now the parks either have to pay a huge price for the IP or close down/rebrand the ride, the value of the park plummets.

      Nope. We’ll see what happens next year. DeSantis himself has admitted that the state would need to work on additional legislation to make the repeal happen, and they even left an opening for the RCID to be reestablished on literally the same day it’s dissolved. So I’m not updating anything until it actually happens, and that’s if it actually happens.
