And if we are very exact, there is some resemblance to "Ein feste Burg" in the rhythm, but the intervals are different. But to be shure I checked the scores! (Cantata score and the organ piece), but I couldn't find the "Feste Burg"-theme, not even as a counterpoint...

It's both. BWV 140, 4th movement, for tenor voices, unison strings, and continuo, is the original. BWV 645 is Bach's own arrangement of the piece for organ.
Dominant 7 didn't resolve to the tonica but to the lower mediant (in this case Ab major instead of C minor if I'm not mistaken). Not a key change at all (what the person above me is claiming). I don't know the English term for this type of cadence. In german it's a so called Varianttrugschluss (maybe interrupted cadence?). And that's a completely normal thing in Bach's music.
