I'm in the UK and Americans like to talk about the constitution but very few especially those who work for the government seem to know what exactly it means and your trying to educate people about this.
What the constitution means? Interesting way to word that lol We're required to read it growing up. I think the real problem is that no one cares about what's there until they need to use it to get out of something or to get something done for themselves. It's all for selfish reasons, typically, so no one takes the time to really understand. We like to shout about our rights, while being allowed to stomp all over another person's rights. As much as I hate to agree with roid cop I think I agree with him. They are a private business on private property. Just because they they do tags and registration for a fee does not make them public. They are not paid for by government money that is not true. Correct. There are millions of small businesses across the US that are contracted to provide to the public. Doesn't change that they are still private. It would be completely different if the building was comoletely funded by tax dollars and workers were county/state/federal employees. Neither exist in this case. All of that is taken care of by the contracted fee the business charges to provide vehicle tags.
someone should file a FOIA request for the contract they have with the county, the employment contracts of the employees if applicable and most certainly the security footage
If they are one of those “we will do your registration for you so you don’t have to wait in line”agencies then they are private but if they can tap into the state computer system and look up everyone’s plates addresses and drivers license record then they are government. Is my guess.

Did you know there are millions of small private businesses across the United States that provide commodities, services, and construction to the public? They are all contracted. Doesn't mean you can just walk up into their business. These tag agencies help alleviate DMV workload and collect profit by charging a premium. Additionally, non of those (non-governmental) employees are paid by county/state funds. Sure there are minimum requirements that the county enforce through the terms of the contract, but other than that, these private businesses can do what they please, including denying service to individuals.

They may have given you 30 seconds but the agency still thinks they are right and the 'next guy' that tries to record there will still have the same problem. Nothing was accomplished. I ABSOLUTELY respect your effort, I truly do, and I think you are going to be one of 'The Good Ones' but in future you might consider pushing back until the 'original' goal is accomplished. All this being said.. for all I know, that agency may be a completely private entity. If you are right though, and they receive public funds, then it is public and you probably should not have left until they conceded that. JMO
