Okay thank you, I have since applied bees wax and replaced some of the frames so I’m hoping it will help. Thank you for the advise

With plastic frames/plastic foundation you need to apply a thin layer of wax on them otherwise the bees don’t like building on it as it’s a foreign object

Go buy some drawn comb to fill your brood chamber. They can't build comb in a dearth.
