Each one of them does have "good" aspects, but they are so extreme that they are twisted. The Eldar gods are (possibly) fragments of the Chaos gods that are much less extreme, and thus not evil.
I have a theory that the Halo devices were created by the Old Ones before War in Heaven who intended to be gifts for necrotyr and give the short live race a chance of immortality but it never came through as the Old Ones during testing discovered the Side Effects and thought it wasn't worth it.
