Race cars often don't have speedometers because top speed isn't the goal, it's maximizing a combination of top speed and absolute cornering capability to achieve the fastest lap time. Quite frankly once you're comfortable in a race car you won't even be looking at the tach very often, as you'll know when to shift based on the sound. Typically you'll want to check the temps and pressures once or twice a lap, in the parts of the circuit you're racing on that require less focus on the road ahead, like the straights.

Anything can be road legal if you have enough time, money, and interest. I wouldn't recommend it though!
