Why are they doing it this way and not just starting with the banner already attached?

The banner could get damaged and snag on the ground if they dragged them, so this is the safest way.

How do they make it drop or disconnect it from the hook of the plane?

There is a lever in the cockpit that releases the tow rope.

Well, the terrain would allow it, there are several small air fields around, but they simply just don't use banners here. Don't know why actually.
