Available After: Reaching Dragon Roost Island for the first time.
Steps:
1) Continuously meet the Postman's goals for the Letter Sorting.
2) After fulfilling his goals, go out and go back inside the office to see a new recruit.
3) Show the recruit your sorting skills so he gives you a letter to his mom.
4) Put that letter inside a mailbox anywhere.
5) Wait half a day to go by during sea travel and inspect a shaking mailbox to get a Piece of Heart.
Reward:
- Piece of Heart.
The Postman of the mail office asks Link to sort out letters. Then his trainee wishes to see him in action next.

I have tried and tried and I just can't get this mini game. I think I am going to have the dreaded 99% completion. SIGH. I plan on MAYBE coming back and trying this again right before the final dungeon/boss..
