I tried to clone the OEM 256GB NVME (OS) to a 1TB NVME. Though the bios saw the 1TB GPT drive, my Dell Inspiron did not recognize it to boot.

Regarding your question, that's why i don't recommend cloning not always gets closed right and every program is different, just fresh install windows takes 20min and is the better option:

@@uFixTek I tried cloning the 256GB NVME OS chip externally using NVME enclosures. I should try doing a system clone with the source NVME installed in the laptop and the destination NVME chip in an external enclosure. I didn't do this originally because my cloning software is on a different laptop.
you can try it, but again cloning is not 100% effective you can try with source installed in the laptop.
