What he probably meant was vapours. They are definitely not hot. They can be created even at 65-70 degrees. But steam is definitely beyond 100 and will hurt more than water

No one ever said it was boiling water. It could have just been hot water with lots of steam that give the appearance of being boiling. Boiling water has a temperature of I think 180 degrees Celsius,, no one knows that that water temperature was.
