If you search how to use the rotate tool, it might help as there may be something you're not clicking on

it’s traced from the sun diagram but you can choose to position it however you like, there’s no rule
It's not letting me make a clipping mask once everything is coloured :(
make sure the objects are in the correct order and there are only 2 items selected
