i think the thing he is speaking into is an audiograph recorder, you can see a card, similar to the ones you encounter in voice recordings during the game placed in the machine the announcer is speaking into. (yes, i know i’m not fun at parties)
What makes you think he WANTED to do that? He may not have done anything to STOP Burrows, but he did not really contribute much. I love this game - guess it's time to go play it again. As far as I'm concerned, this takes place in the same universe as the Thief games... it's just one of those OTHER city-states mentioned throughout the Thief franchise.

I like how the announcer is saying all this with the mic still on
I wonder what everyone throughout Dunwall was thinking upon hearing that?
“Oooh HOT MIC! HOT MIC!”

Man, there was no loyalty at all, he went from Hiram’s propaganda speaker, then turned on him in less than a second.
He’s just getting paid. When his payment source is in jeopardy, might as well leave.

As many guards and workers imply , Hirams kinda a massive dick and he just ended up pissing off to many of the wrong people
Honestly, I like this better than killing him. It subjects him to the exact fate he wanted for corvo.
I like the mix of a high chaos environment with a low chaos non lethal approach
Nothing like pacifying your way at this mission when on high chaos
It wasn't his fault, if only the plague rats hadn't spread like rats so much!
That's technically gross negligence, which is 100% Hiram's fault.

also in d2 the isles are suppoused to be in technological regression since the lack of whales
Not regression just not as advanced as dunwall
The announcer reminds me of Paolo from Dishonored 2
Might be the same character model but re-designed.

Pretty much every level in the game can be very short if you use teleportation power and max it early.
