Empty story: Yeah, I'd have put a little more fuel into the car knowing that it's not good for the fuel pump to let the car run COMPLETELY out of gas.
Fence story: Given how some people can be, I'd have countersued for emotional distress for having your property violated and for any court costs, i.e., that same amount of $5,000.
Purple house story: Yeah, given OP's description of what's around him, those houses are overpriced. I'm assuming all the houses have wells and septic tanks, which many people don't want to have to deal with. I would also have to assume the houses are all electric or have propane tanks, again something many don't want.
HOA story: Well, this HOA seems at least reasonable. Creepy neighbor overstepped and was removed. I'll bet OP's complaint wasn't his first.
Regarding the purple house story, NB stands for 'non-binary' and the appropriate pronouns would likely be they/them. 💜
I can see this going in front of Judge Judy, and Judge Judy will be like: "YOU TRASSPASSED ON THE DEFENDANT'S PROPERTY AND YOU GET NOTHING!!! GET OUT OF MY COURTROOM!!! CASE DISMISSED!! GOODBYE!!"

I'm sorry, but considering that trespassing is a crime, und it sounds like this happened in the USA. I don't understand why someone who is committing a criminal act has the right to sue. Regardless of whether or not the property is fenced und\or has signs saying "no trespassing."
I wouldn't assume "it's ok to return the car on empty" means literally the car is no longer drivable because it's totally out of fuel. That seems like a bit of an a-hole move.
I mean, how are they meant to fill it back up? And don't say "with a jerry can", because my friend worked at a car rental place, miles away from a petrol station, and "empty" doesn't mean "so low on fuel the car literally stopped running", it tends to mean "you don't have to fill it right up to full to bring it back". Isn't that just common sense?
But as my future son- in-law says "common sense isn't so common anymore!"🤦🏻♀️

As for the last story, I hope I never get to a point in my life where I'm so lonely & miserable that I feel the need to constantly encroach on my neighbors, involving myself in their privacy & personal space. Essentially harassing them over things that are none of my business. Obviously it's not something I plan on doing. I just truly hope I don't ever become that person, that I always remember that I hate this type of behavior. Because I've known ppl that were pleasant, friendly & helpful, one in particular was even like family to us. Then as they got older little by little for one reason or another they turned into cantankerous, spiteful, nosey & just downright mean ppl.

Last Story: Since the nosey neighbor got voted off the HOA board that means that HOA board also want him gone.
Yet again, If any HOA "official" demand a non HOA member to obey their petty demands, Legal agian should be brought to operantly dissolve the HOA. With the current officers being responsible for all expenses.

To the 'Can Klepto,' When he offered to settle for a lesser amount, You should have countered with pressing charges for breaking and entering, (climbing over fence) and THEFT of property, (the cans). They belonged to YOU he STOLE them. I would also throw in vandalism and littering to round it out. I would still do so and maybe add some Beware of Dog signs as well.
Running the car out of fuel, not the best idea. Debry in the fuel tank bottom could collect at the fuel filter causing it to clog. Than the vehicle might have to go to the shop remove and replace the filter. Rental car companies find every reason to charge you extra for things like this.
OP did exactly what the car rental counter person said to do "JUST BRING IT BACK EMPTY" can't fault OP for that at all/
