Original bleach anime ended in 2012. TYBW is the final arc they finally started animating in 2022. Old bleach has 366 episodes but tybw anime literally has only 26 episodes and probably only had 13 episodes at the time these cards came out. Limiting the cards to only what appears in 13 episodes out of 379 was a decision for sure.
Yeah Im sure it has to do with some legal licensing issue or something but your 100% right massive miss there for Bleach, hopefully in the future they do an OG Bleach expansion could happen!
Each anime has their own cards & the demo decks have exclusive cards only in the demo decks but they say not for official tournament use so they are not meant to be used outside the demo decks

30 Per Deck the official game will have 50 I believe
