Maybe this is to much reading into this disaster of a musical, but I believe the cat is here to represent ignorance from the overly optimistic. For anyone who's read "horton hears a who", its about people listening to childrens' problems, instead of casually pushing past them. Cat is here, saying, "Don't focus on the problems, and realize how lucky you are to be where you're at." Which is a slap in the face to any child, invalidating their experiences and personal issues. Instead of helping, he further drowns out the Whos' problems, by, in this case, dumping simular issues from others onto the pile. Explaining that they're not so different. Further invalidating their problems.
