That's why the Japanese made the Mogami's with 155mm guns at first, there were treaty limits on light and heavy cruisers, but they always planned on switching to 203mm main guns. 180 is right in the middle though, but we should know that Soviet ships in this game are not limited by puny things like logic and balance. Pen of a heavy cruiser, AP alpha of a heavy cruiser, hull of a heavy cruiser, looks like a heavy cruiser to me.
Tallinn is my "go to" ship for carrying operations, best cruiser deleter at tier 8, AP effective against BBs, radar and good HE volley against DDs, nice HP pool. Maneuverability sucks but not really a problem in ops.
Wg Balance department working on Tallinn were probably as sober as the Finns coming to Tallinn for rest and shopping :D (Just some friendly banter.. we don't mind :D)

Man. I love tallinn already, but now, its just love. I wanted to grind further to the petro, but now? I guess i just play tallinn, and dont worry about the higher tiers. Maybe when i hqve enough coal, i'll buy the moskwa, but apart from that? No further grinding needed.
Don't diss the New Orleans like that. She's got 25mm bow and stern which at T7 can bounce a lot of battleships' AP. No other Tier 7 cruiser has this except for the recently buffed Indianapolis - also an American CA. Seems like unovermatchable extremities has become a mid-tier US cruiser gimmick in recent years: Pensacola - 25mm plating - bounces 356mm (Very common at T6) New Orleans - 25mm plating - bounces 356mm (Fairly common at T7) Baltimore - 26mm plating - bounces 381mm (Fairly common at T8)
Not really. While Hipper AP alpha is great, you can't really use it as often because unlike Tallinn, it has no improved angles and the pen is a bit bad for 203. It is really good when you are in a situation where it works, but you can't just keep using it all the time like Tallinn can.
I mostly played tallinn assassin style, get as close as you can, get juicy broadsides and devstrike cruisers. Surprisingly, I used torps and icebreaker decent amount oo, even getting t10 bbs. But I generally had either super good games or total thrash.
Tallinn has really good AP but like her bigger sisters, her accuracy at range is (still) shit. Especially vertical accuracy is just appalling. I don't see this buff as anything too significant.
Riga only got the reload reduced, but detectability increased as result, along with secondary range. Petro has been nerfed a few times, from armor to reload.
That I.Allende driver...gets nuked for half his health in open water, keeps sailing broadside on, gets nuked again, just to get his torps off, which hit nothing. There's a time and a place for cruiser torps...that wasn't one of them.

Tallinn for me is also like the tier 8 Omaha. So fun to smack them with my bbs no matter their angle.

i never had problem in Talinn but BBs was problem. No matter how i angled i got destroyed. It felt like im playing New orleans in VIII-X tier.

Having blast with this ship in random ops, citadel after citadel 200k damage and 12 kills, mostly cruiser kills. My highest record in this mode too.
Yea Its stupid silly in Ops, same with Shchors and Chappy, esp with the long range and flat arcs.
