I think personally that Delney would be a great include in Winota decks as one of the humans. You may have to worry about your 1/1 tokens getting blocked and killed (after the Winota triggers of course), but with Delney, assuming they've got 3+ power creatures on their side, you get to smash right past them, keeping them for the next turn and getting those Winota triggers. Something to think about. And that's not to mention what the non-humans triggers are. May trigger twice!
Runs fantastic in a Derevi deck. 3cmc basically gets refunded, if not actually works as a ramp card in many cases the turn it's played. This can also open up new combo routes with ETBs on already intended combo lines (EX: Sol Ring will now let Derevi+Emiel infinite). In my Derevi list you get some solid targets not mentioned: • Spell Seeker • Loran of the Third Path • Felidar Guardian • Toski • Eternal Witness • Preston the Vanisher • Venser The Preston line is extremely good as Preston + Delney now makes an infinite if Derevi is sitting in the Command zone with 1GWU open (6 untaps, Legend rule rekills derevi to reset).
Tymna Dargo really likes Delney. It makes Imperial recruiter into a one card combo line, fetching Dockside and Technomancer or Techno Magda. The deck just wins from either of those spots.

Delney is ridiculous in Derevi. As in Derevi is your commander.
