Warriors' Gate. From my chats on Doctor Who social media, this is very much a love it or hate it story. I love it - it has a different feel, whether intentionally or not (in anticipation of his regeneration) Tom downplays The Doctor, Lalla Ward is exceptional in her final appearance (if you don't count The Five Doctors/Shada) and the sets are wonderfully "alternate".
Perhaps the only down to this is the rather rushed exit of Romana.

She had an excellent scene , showing what a Time Lady could have been.
