For children Olivers story is actually quite a traumatic one. He and Toad are fleeing death. Looking back as an adult now it's still a rather gawking thing to show children but makes perfect sense.

Something about the overall design of him made him stand out to me and made him visibly larger than the other main tank engines, and the same applies to Duck, since they're both Great Western. From his origin story in the Railway Series, to his theme in the TV adaptation, to the actual locomotive he was based on, and as a personal point, the voice given to him by the late George Carlin; everything just seemed to work incredibly well together.
