You can use GSM sim800 module also only take care of connection Rx to TX and TX to Rx . I have made home safety system using it .ruclips.net/video/lJXW7VeJzcQ/видео.html . You can view on my channel

I didn't notice much of a delay between sending the command and the LEDs turning on but did notice it when you had the light bulbs connected. Can you explain why?
