The refrigerator method is the best way to defrost me as it keeps raw meat at a constant temperature of 40 degrees Fahrenheit. This is important because anything higher than that starts being dangerous from bacterial growth.
BTW, you can defrost beef in a bag in water, BUT The absolute best method for defrosting beef is overnight in the refrigerator until it is completely thawed. We normally defrost in the fridge for 24 hours
If you add a 1-2 hour rest outside of fridge with salt, pepper, and a little spice... and allow to get to room temperature... the taste and texture will be quite amazing.
