tbh I've had a completely seperate idea on this topic, a 'boss crown' that you can place on enemies so it takes more hits to defeat them. And some enemies could even change appearance, like Goombas turning into Goomboss.
What about a new game entirely? Paper Mario maker. Probably heavily lean towards the thousand year door style, but other paper Mario games could be brought in too. It’d have a 3D world space but with 2d assets. No voiced characters, but it’d have customizable text dialogue instead, allowing for custom characters and storyline creations. Character editing from color schemes, to sizes, to animation behaviors, both idol and active would allow creators to make an actual thriving world. Allow for custom scripting of events, in addition to a more flushed out quest “construction” system. And finally for combat, allow the creator to select from any of the previous paper Mario game combat systems for their world and tweak the little details, like health points, damage amounts, reinforcements, etc. It’d be an RPG maker!
Idea: Depth meter The Depth meter would be something that appears in the themes tab you could select the depth from 3 different options 1. High 2. Normal 3. Low So if you have an underwater level you can select High and now you are on top of the water so it's basically the beach theme that we never got and if you put cave on high you can get the Mountains Or if you put the desert low you can get underground desert

At first, I was a bit confused on what a boss creator would entail. You can kind of already create your own bosses using the preexisting bosses. However, after hearing more about your idea, I think it could actually fit well within the constructs of Super Mario Maker 3.
Something I'd have would having the timer disabled and being able to choose how many hits the bosses take. The stock 3 is way too overdone and can make fights be done way too quick.
Another good thing that could be in a Boss Maker is a way to remove the classic abilities of a boss, with this, if you add other abilities that the boss didn't have at first this would pretty much be a new enemy that wouldn't feel like "Bowser but stronger" Ooor maybe i'm thinking too much about this.
the list of boss songs should (at least) contain the following: all 9 existing boss themes in the game (plus another 4 from the special power-ups) the personal themes of the included bosses the super Mario land boss themes (1 & 2) (and put it in the power-up itself too)

This would basically be like a level were good creators will spend a lot of time to refine there boss while people that might be rushing it might and up making a slopply animated boss with a wierd design and attacks to pit in there little timmy, troll, ot any knid of that level. So basically mu conccept would be pretty similar to a basic animator combined with Mario Maker. Obviously there would be a lot more customizations like color and how you defeat the boss, but I'm not gonna talk about it here, as this comment is already ver long. (What do you think?)

I disagree about the Super Mario Bros 2 USA mechanic. I think instead of you just dying if you take damage, you gain the health bar from Super Mario Bros 2 USA ( i say super mario bros 2 usa instead of super mario bros 2 because there might be japanese people knowing mario 2 as the lost levels)
please fury bowser and add the giga cat bell + giga bowser (after beating fury bowser with 50 or more cat shines in bowser fury) and super saiyan bowser ( when you fight bowser with 100 cat shines(that is the max number of cat shines) he is white then)
I think this is a terrible idea, all of things we love is the creativity you need to make a good boss fight, the key thing in mario maker is to make big things with little elements, the fact to have all these bosses would ruin that.
