Waluigi Travels the Multiverse reminds me of the kinds of things I wrote in my notebooks in middle school. Silly, nonsense plots with weird attempts at humor and clunky dialogue. They weren’t the best but damn were they fun to write. I bet the creator of this game feels the same way.
You hit the nail right on the head. This is actually exactly what the game was meant to be. It was really fun to draw the characters, write the story, and make the game. When you look at it critically, however, it's not a fantastic game.
Honestly these types of stories make for good guilty pleasures

Psycho waluigi is not only complete and good, but is top tier fan game material. made by the guy who runs a website devoted to Mario fan games. I know the video is titled 'bad wario and waluigi fan games' but the ending leads me to believe that is due to you not finding this gem.

We don't ALL write nonsensical tripe for the sake of shipping random characters or self-inserting so we can be best friends with our fav characters, but of course, that's the majority of the content you'll find, so we all get a bad name as being 13-year-old smut writers with no idea how to write shit. Now, were my first fanfics any good? No. Have I improved a LOT since I started? Yes. But have I EVER written the kind of crap that most people think of when they hear the word "fanfiction"? No, no I have not, not even in the beginning. I've done smut once or maybe twice (I don't remember) out of over fifty things I've posted, and I have NEVER self-inserted, unless you count the first thing I ever posted on fanfiction-dot-net, which I only even wrote and posted to test the waters and see how harsh people are with their reviews, and even that wasn't about meeting my favorite characters or anything because it was Minecraft. But that screenshot at 0:38 is the kind of thing people think of when they hear "fanfiction", so I have to be ashamed of myself for existing. >.>

My guess is that a lot of people try to use a game creation tool, but realize after a while that it's not for them. So it's not necessarily a lack of dedication to the particular franchise as much as it is a lack of dedication to the tool.
Or perhaps it is a lack of passion for the franchise - discovered partway through the creation process. Or, of course, there's real life getting in the way. I highly doubt it's just a case of "people need to put more effort into these! but everyone's so lazy!" As popular as that kind of ending might be, it also seems a bit too cynical to me.

If you're looking for some good Waluigi fan games, there's a couple notable options. Waluigi's Taco Stand is a ROM hack of Mario 64 where you make tacos. And by that I mean find materials for tacos throughout the 3D Mushroom Kingdom. Apparently cause rent is due and Waluigi lost all his money, so he pays it off by making food. It's short but pretty amusing. A more extensive Waluigi fan game is of course Psycho Waluigi where our hero is tempted to take over a world within a coma using psychic powers. Let's just say it's shocking that Nintendo seriously doesn't consider asking fan content creators to work for them, especially that one. And also, Waluigi's Basics in Wah and Wonders. Now you too can learn how to be a god among men.

Yeah, only RPG Maker games I've played (as opposed to opened and closed shortly after) are ones where I found out mid/post-game that they were made in RPG Maker. Can confirm, too many half-assed attempts at making the next Final Fantasy VII (if only the world saw the genius in making it a Mario vs. Sonic fight to the death) kinda just convinced me that this was a tool for making bad games. I've been proven wrong, but damn if it didn't take decades.
