Also, his inhibitor rings keep him from exerting his max power so he doesn't burn through it so quickly, meaning he's constantly restricted from his maximum ability. A fact that a lot of people probably don't know is that the Sonic X anime is responsible for Shadow's Inhibitor Burst Mode ability. While the games implied it as a possibility, the Sonic X anime is responsible for actually revealing it to fans.

thats what i was thinking, the shoes only help reduce air resistance by keeping him off the ground, so if he has the rings on his wrists and legs off, he would destroy sonic
In the comics it was confirmed that shadow dose not use the shoes to run the shoes are actually to help control air momentum like Wally west for example and also to help him control his speed and the shoes also have inhibitor rings and if he was a take them off his legs would move incredibly fast which happened in the comics

Keep in mind that usually, when someone hears "Robotnik", they think of Ivo Robotnik, AKA Eggman. Also, pessimistic is being negative and cynical all the time. Shadow and Rouge aren't like that. Well... Shadow was only like that in the Shadow the Hedgehog game, more or less, but they're not negative as a whole. While he uses hover shoes to skate instead of run, the hover shoes themselves aren't what make him fast; they just keep him above the ground so he can skate instead of run. He can skate as fast as Sonic can run, so he IS as fast as Sonic, he just doesn't cover the ground using the same motion. Could have worded it a little better. I think that Shadow had/has feelings for Maria Robotnik. It makes a lot of sense! Shadow is always bringing up Maria’s death and his regrets with failing to save her. No one who has lost a platonic loved one would carry on as much as someone who lost a romantic loved one. Maria may have felt the same way about him seeing as he was her only friend
